Who is this programme for?
We’re looking for people who want to make a difference in their community and for the climate. Anyone who has a drive for change is welcome to the GLOW programme - even if you don’t see yourself in politics or haven’t considered standing for government roles before. With the right support, you can overcome barriers and stand for your local board or council - we are here to help you GLOW!
We also are encouraging people to recommend people from their communities who could bring a fresh voice to the council table. That person could be anyone with potential as a local leader and a commitment to climate action. You can recommend a person for the GLOW candidate incubator via the page on our website.
GLOW is also here to provide a pathway for diverse representation in local government. We encourage recommendations for people from groups that are underrepresented in politics: women, Māori, Pasifika, and young people.
The GLOW incubator is applicable for anyone considering a run at city, district or regional council positions, or on a local board.
What is GLOW?
GLOW provides professional development support for community and climate leaders to enter and thrive in local government.
From May until the local elections, GLOW will provide webinar resources, mentorship, coaching and a safe online space for people to connect with the mission of making positive changes in local politics.
How much does it cost?
Nothing! The programme is free, however if you can afford it, there is an option to pay for a waged ticket. Your generosity will be very much appreciated so that we can do more mahi.
Can I really have an impact in local council?
Absolutely! Local councils make decisions that directly affect your community—from urban planning, public transport, housing, to climate resilience measures. As a local councillor, you have the opportunity to drive sustainable change from the ground up. Our programme is designed to empower you with the skills and support to be that change.
Do I have to run for local government if I sign up to this programme?
No, it’s completely up to you! Signing up gives you a taster of what it’s like to run for council. It’s an opportunity to learn about the process, build your skills, and explore your potential as a leader without any immediate commitment to stand as a candidate.
Why should I run for local council if I care about climate issues?
Local governments are at the heart of implementing effective climate policies—from enhancing green spaces to supporting clean energy and sustainable urban development. By running for council, you can ensure that climate considerations are a priority in decision-making, directly influencing policies that affect our environment and communities.
What is the time commitment?
We recommend that you aim to commit for 2-4 hours per week to get the most out of the programme. There will be one to two incubator sessions per week, between May 5 and July 19th, each discussing a different subject around local governance with a panel of experts. The development and support will continue through campaign season and into the election period.
If you choose to run for council, these hours may increase. We’ll be frank - running a campaign is a significant time commitment, but it is also a rewarding experience. To get the most out of your campaign and maximise your impact if you get elected, we think it’s worthwhile to dedicate some extra time to learn and plan your campaign with support from our experts through the GLOW programme.
Who's behind this programme?
Our programme is brought to you by a coalition of dedicated environmental campaigners, community leaders, Local Government experts and climate action advocates, led by Climate Club and The Future is Rail. We are committed to fostering diverse leadership by actively encouraging Māori, Pasifika, women, young people, and grassroots changemakers to join the political arena. Our team works in close partnership with local environmental organisations and community groups to ensure that the programme is supportive, inclusive, and impactful.

We provide a robust support system that includes:
Workshops on public speaking, campaign strategy, fundraising, and understanding local government
Mentorship from experienced campaigners, political professionals and past candidates
Networking sessions to connect with like-minded individuals
Practical guidance on media engagement and policy development
This comprehensive training is designed to build your confidence and equip you with the skills needed to make a difference.
How do I get onto the programme and what does it involve?
Our programme is a multi-stage process leading up to the local elections in October and includes:
A recommendation phase: where you can register yourself or a friend
Introductory sessions: to get familiar with the programme’s goals and processes
Hands-on training workshops: covering all aspects of running a campaign
Mentorship and networking: to build relationships and learn from experienced leaders
Follow-up support: to help guide you through each step of your journey
The programme is designed to progressively build your skills and knowledge, starting with initial awareness and training, followed by intensive support as you prepare for a potential campaign.
How long does it run for?
The programme runs over several months, culminating in the local elections in October.
Is prior political experience required?
Not at all. We’re actively looking for people who care about local issues. This programme provides the training and resources you need to represent your community and speak up for things that matter to you.
How do I sign myself up, or recommend someone else for the programme?

How is the programme funded?
Our initiative is funded through a combination of community partnerships, environmental organisations, and grants that support civic engagement and climate action.
